Leg Ulcer (see also Varicose Veins) Leg ulcers are persistent, open sores that develop on the lower leg. The injured skin does not heal as it should, but allows a painful ulcer to form. As the ulcer inflames, it becomes red and itchy on the sides, but moist and light-colored in its center.
